The 'below information describes the new carpool procedures for River Oaks Elementary School that will 'redistribute' a portion of the carpool traffic starting Nov. 9th . The school is aware of the City parking restrictions of 'not parking within 30 ft of intersections' (specifically at Kirby and the intersections of Ella Lee and Reba and at Avalon Place @ Bellmeade). Also, the school has advised that for now, the current 'no parking' signs along Avalon Place (west) are sufficient 'as-is'. The proposed request for "No Parking 9-5 M-F" is on hold. Key changes here include (ONLY for Dismissal time 3:15 p.m.):
1. Moving buses from back teacher lot to the front circle drive - they will lining up and boarding children in a timely and efficient matter in the circle drive and then the buses will depart -turning right onto Kirby and exit the area moving down Kirby towards Westheimer.
2. Moving Kinder and 1st grade along with older siblings from the front circle drive to the back teacher parking lot off San Felipe. Please note the attached map. There will be officers making sure these directions and paths are followed as we implement this progress. The flow of traffic will be maintained as one entrance and turn into the lot off San Felipe and one feed of traffic out of the parking lot onto San Felipe. Key is to keep the flow of traffic in one pattern and flowed as being directed.
3. The Avalon Place West carpool pick up will continue for 2nd to 5th grade carpool. There will be no walkers in this area.
4. Walkers will only come out of the usual Walker door by Nurse Petner's office (where we are typically getting our children).
5. The City is monitoring the lights and will continue to review the lights esp at the intersection of Avalon Place and Kirby re: the timing of sequence to ensure appropriate timing esp at pick up time.
This entire time of dismissal and getting our children safely into their cars or walked home takes about 15-20 minutes (total). The goal and focus of our committee is that safety is #1 for our ROE children and families and especially our neighbors in the community.
These changes are the result of a traffic analysis conducted by our Constables Precinct 1 and HISD Asst Chief Mock. After several meetings and input - this is the plan that has been developed and will be implemented on November 9th.
