Construction on Horn Academy will begin next month with a special-use permit which allows public use of the school’s new parking areas after hours and mandates future negotiations between Bellaire City Council and Houston school district to re-establish Little League fields . There are a total of eight conditions in this special permit but it will be a win-win for the school and neighborhood.
