The first residents of Highland Tower moved in last week. This is Pelican Builders' latest hi-rise in the plot of land they own bordering the east side of Target on San Felipe.  Derek Darnell, Pelican's vice president, says the building appeals to the "lock and leave" lifestyle and they are selling a community, not just a condo.
