More food for thought from a homeowner in one of the Heights' Historic Districts:
A further comment on timing and the repair process regarding your blog post this morning http://goo.gl/n2JZc. What happens next time we have a hurricane or tropical storm and lots of people have roof damage or damage to the siding of their homes? What kind of backlog would there have been following Rita if everyone in the Heights (and other Historical areas) who had storm damage had to prepare and present a plan following the COA checklist and then follow the approved process including submitting all of this for review and consideration at the once a month HAHC meeting? Will we be told: "We couldn't hear your case today because our schedule was too full. You will need to get on our agenda for next month's meeting instead, and no you can not make emergency repairs unless you want to be subjected to a fine for both the contractor and the owner. We need to make sure that the material you want to use is appropriate or that the scope of work you want done isn't going to change the appearance of your house."
This has not happened yet, but as we all know; there will be another storm. This is truly an "Ordinance of Unintended Consequences"
Great questions! I don't know the answers. I don't know if the HAHC knows the answers. I do know that when the HAHC was asked at the Woodland Heights Civic Association meeting Tuesday, November 9th about possible backlogs due to the increased number of people required to obtain COAs to work on their property since the new HPO went into effect October 13th, the audience was told there was no such backlog and this was not an issue. ???

We are trying to educate as many people as possible before this November 17th date so that when the ballot comes in the mail and you have 15 days to return it to the city, we can:
1) remind you it is coming
2) tell you what it looks like so you won't mistake if for junk mail
This exact ballot must be filled out within these 15 days (unknown exactly when as of now, but probably mid December). If you lose or do not receive your ballot, you can't copy someone else's and turn it in. AND remember, not returning a ballot means YES for the Historic Preservation Ordinance.
