A Guide for Landlords: Renting to Section 8 Voucher Holders

The Housing Choice Voucher Program administers over 17,000 Section 8 tenant-based subsidy vouchers each year. The Section 8 program provides assisted rental housing through the participation of private landlords in the community. The Houston Housing Authority is responsible for contributing about $100 million to the local economy each year through its payments to participating landlords.  The Houston Housing Authority has a vast waiting list of applicants looking to rent in the near future putting Section 8 landlords in high demand. 

Understanding Section 8

The Section 8 program, administered by the local Housing Authority, aims to provide affordable housing for low-income individuals and families. There are many benefits of renting to Section 8 tenants:

How the Process Works

Section 8 process involves tenant application, property inspection, and lease agreement. Tenants pay a portion of the rent, fostering a sense of responsibility.

All properties have to pass inspections performed by designated housing authority inspectors.  The rent payment will not be covered until the property passes inspection.  A checklist is provided by the housing authority so that landlords can prepare the property in advance of locating a tenant. 

Tenant Selection

Landlords are responsible for their own screening of Section 8 applicants and should consider factors beyond voucher status.
