You can only relist an Expired Listing.

Withdrawn indicates that the seller does not want is on the MLS temporarily.

You may relist immediately upon an Expired listing. Withdrawn indicates that the listing is just off the market for whatever reason the seller has requested...perhaps repairs being done etc. The Withdrawn listing is still under contract with the listing agent.
