You may apply for a disaster loan at any time with SBA’s online Disaster Loan Application. Or you may mail your application to:

You may also apply in person at any FEMA Disaster Recovery Center (DRC) or SBA Disaster Loan Outreach Center to get one-on-one help from an SBA rep.

Receiving help from FEMA will not be a determining factor in the future value of the house. The only thing that will be a huge factor is that the house flooded or it didn't. My buyers first question now is "did it flood?". A house that flooded will be less desirable to buyers.
